This is a refined Italian seal that consists of a waxed turned wooden handle and a bronze disc engraved with an Antahkarana.

The Antahkarana is an ancient symbol of healing and meditation that has been used in Tibet and China for thousands of years. Although not a Reiki symbol, it is often used in conjunction with the Usui method, as it is a very powerful symbol with beneficial effects on the chakras and auras (the "science" of Radionics teaches that special lines drawn on paper can create an effect on the surrounding space, affecting human energies).
